Timeline

August 2001 - The revised LSC Rule Drafting Manual was released. The revised manual implemented a new drafting style that replaced the former style of using all capital letters to indicate new language. The new style uses underlined lowercase words to indicate new language, similar to the style that the General Assembly uses for bills.

August 2001 - Training began for agency personnel.

September 4, 2001 - Agencies were permitted (but not required) to submit rule filings using the new drafting style of underlined, lowercase text. The new style did not become mandatory for a particular agency until it filed electronically.

October 1, 2001 - Electronic filing began. All filings (except for those affecting proposed rules that were originally filed prior to October 1, 2001) must be submitted in both electronic and paper forms.

October 1, 2001 - The new drafting style (lowercase and underlining) became mandatory for all rules filed electronically. The old drafting style could continue for filings submitted only on paper because they pertained to proposed rules that were originally filed prior to October 1, 2001.

April 1, 2002 - All paper filings ceased for rules filed electronically. Electronic filings no longer needed to be accompanied by paper filings. The only filings to be submitted on paper are those pertaining to rules that were originally filed prior to October 1, 2001, and that are still pending.

September 2002 - Informational meetings were held for agency personnel to explain changes necessary in the electronic filing system to comply with Senate Bill 265. The bill regulates the incorporation of a text or other material into an administrative rule by reference.

October 9, 2002 - Website changes were released for compliance with S.B. 265. Text and materials incorporated into administrative rules by reference could be uploaded to the ERF Website and electronically filed with JCARR.

October 17, 2002 - Compliance with S.B. 265 became mandatory.
