Filings Pertaining to "Grandfathered Rules" -- Condensed |
We have received several questions about my (admittedly long-winded) March 11 e-mail concerning filings of "grandfathered" rules. In the interest of clearing up the confusion, here is the Readers' Digest version: (1) A "grandfathered" rule is a proposed rule that both (a) was originally filed before October 1, 2001, and (b) is still pending. If you wish to submit a re-filing or final filing of a grandfathered rule, you need never execute the filing electronically. You may submit the filing exclusively on paper as long as the rule is still pending from before October 1, 2001. (2) All other filings must be executed electronically. Until April 1, 2002, electronic filings must be accompanied by paper versions of the same documents. Beginning April 1, 2002, electronic filings are no longer accompanied by paper. So beginning April 1, 2002, the only rule-related documents that should be filed on paper are those pertaining to grandfathered rules. Thank you.
