The following steps must be taken before an agency, college, or university
may begin to electronically file rules:
DESIGNATING AN AUTHORIZED CONTACT
The Director or President of each rule-filing agency, college, and university must designate, in writing, an authorized contact. The authorized contact will receive an Electronic Rule Filing (ERF) username and password, which will allow them to create accounts for other agency staff to stage and file rules electronically. DESIGNATING A PIN
The Director or President must select a Personal Identification Number (PIN) that will be used to electronically execute all of the following rule-filing actions on the ERF Website:

The PIN takes the place of the Director's signature on paper copies of rules, cover letters, and withdrawal letters. Its use certifies that the electronically filed rules are true and accurate copies of the rules adopted by the Director's agency, college, or university. PIN SECURITY
LSC takes the following steps to protect each PIN:
After the PIN is entered into the electronic rule-filing system,
it will be encrypted so that our staff cannot decipher it, and the
paper PIN Selection Form will be destroyed. We therefore will not
be able to provide an agency Director's PIN to anyone, including employees
of the agency, even if the Director authorizes it. Should an agency
lose track of its Director's PIN, the Director must submit another
PIN Selection Form so that a new PIN may be activated.
LSC encourages each agency Director to take measures internally that
ensure the PIN's security. The offices of LSC, JCARR, and the Secretary
of State will assume that all electronic filings for which a PIN has
been supplied are official and have received the Director's approval.
A Director may choose to provide the Director's PIN to the Director's
successor. If so, the PIN will carry over to the successor until the
successor submits a PIN Selection Form to change it. If a Director
elects not to provide the Director's PIN to the Director's successor,
the successor must select a new PIN by submitting a PIN Selection
Form.
