LSC Rule Drafting Manual |
The fourth edition of the LSC Rule Drafting Manual has been released and is available at http://www.lsc.state.oh.us/rules/. This edition of the manual updates some drafting standards and includes RAS and ERF tips. I would recommend that each filer take some time to read the fourth edition of the manual as it contains substantially more information than the interim third edition. Some changes from the interim third edition of the manual include: * Drafters should no longer use the language "agency-level designation" or "division-level designation" when referring to all rules within an agency or division number. Rather, drafters should now refer to "agency [insert number]" or "division [insert number]." (Section 1.4 and example in Section 5.2.1) * Previously, a rule was required to be filed as a rescission and a new rule when fifty per cent or more of the existing text was stricken. Now, a rule is required to be filed as a rescission and a new rule when fifty per cent or more of the existing text is being stricken and a comparable amount of new text is being added. (Section 4.3.1) * Additional examples of cross-references and capitalization standards.
