New on the ERF Website on November 10, 2003

On November 10, 2003, the following changes were made to the ERF website. If you have questions, don't hesitate to call the ERF Help Desk at 614-387-2078.

December Carryover
=========================
The ERF system is prepped and ready to go for the 2003 December carryover period. From December 1, 2003 through January 5, 2004, you will see a series of warning screens when original filing or filing a revision or refile. These screens alert you to the implications of filing during this December carryover period; namely, subjecting the rules to a 65-day JCARR jurisdiction that begins January 6, 2004. Please read these screens carefully! Once made, a filing CANNOT BE UNDONE AND THE EXTENDED JURISIDICTION DATE CANNOT BE ROLLED BACK.

If you have any questions regarding December carryover, you're urged to call JCARR at (614) 466-4086 PRIOR to filing.

Filing After Hours
=========================
For those logging in with filing privileges, regardless of what time of day or day of the week you view a package, the file button will be red and not gray. If you click this button intending to file a package during non-business hours, the system will alert you on the final step that the filing cannot be made.

Package Status Labels
=========================
The package status labels have been changed to make it easier to discern the status of each rule in the package. A standard format has been adopted where the filing action and the status of the action are separated by a hyphen. Thus, you'll now see:
       Original File - Pending     -or-     Original File - Filed
       Revise - Pending     -or-     Revise - Filed
       Refile - Pending     -or-     Refile - Filed
       To Be Refiled - Pending     -or-     To Be Refiled - Filed
       Withdraw Proposed - Pending     -or-     Withdraw Proposed - Filed
       No Change - Pending     -or-     No Change - Filed
       Withdraw Final - Pending     -or-     Withdraw Final - Filed
       Final File - Pending     -or-     Final File - Filed
       Executive Order Request - Pending     -or-     Executive Order Request - Filed
       Emergency - Pending     -or-     Emergency - Filed

"Filing in Progress" screen
=========================
You'll now be able to monitor the progress of a filing. How? Once you've clicked OK, a new page appears with a status message. This page will refresh every 5 seconds until the filing is completed. Depending on how long it takes for the filing to be completed, you'll see one or more of these status messages:
1. Filing now in progress, please wait.
2. Filing rule ___ out of ___.
3. Filing process is being finalized. Please wait.

When the filing process is complete, the confirmation page with the cover letter link will appear. Note: While the filing is in progress, other users can view the package but will not be able to make any changes. Should another user try to do so, they will see the message "Unsuccessful! This package has another filing action in progress. Try again later."

Changes to Buttons
=========================
The wording on the buttons used for uploading documents has been changed.
1. "Appendix" is now "Upload Appendix"
2. "RSFA Attachment" is now "Upload RSFA Attachment"
3. "Incorporated by Reference (SB265)" is now "Upload Incorporated by Reference (SB265)"

The History button now appears for every package regardless of type. If the package has not yet been filed, when the History button is clicked you'll see the message "No actions have been recorded for this package".

Single Division per Package
=========================
For newly created packages, it will no longer be possible to mix rules from divisions in the same package. The ERF system detects the division number of the first rule assigned to the package. All subsequent rules assigned to the package must have this same division number. Also, if the first rule does not have a division number, then neither can any subsequent rules assigned to the package.

Incorrect PIN
=========================
If you mistakenly enter an incorrect PIN when filing, you'll now see an error message telling you this is an incorrect PIN. When you click OK, the system returns you to the packages listing.

Executive Order Numbers
=========================
From now on, the filer will no longer need to enter an Executive Order number when filing a 119.03 emergency. Since the Executive Order number has already been entered by the Governor's Office, this redundancy has been removed.

File Types for Uploading
=========================
The ERF System now detects the file type (e.g. .xml or .pdf) being uploaded and determines if it is permitted. If it isn't, the filer will see an error message alerting them to upload a different file type. Only .pdfs can be uploaded for RSFA attachments, Incorporated by Reference attachments, public hearing notices, and additional communication.

Additional Communication
=========================
Filers can now upload an Additional Communication with each filing action. Previously, this could not be included for withdrawals and final filings. Also, the Additional Communication button does not become available until at least one rule has been assigned to the package. Reminder: you can only upload one Additional Communication per filing.

ERF Website Main Menu
=========================
The bottom menu button has been reworded from "Obtain Codified Rules" to "Request & Obtain Codified Rules". Now, when you click on it, you'll be taken directly to the Rule Download website.

Change Package Info
=========================
When changing the name of a package, the screen now shows you the package's current name.

Adding an Attachment to All Rules in Package
=========================
RSFA and Incorporated by Reference attachments can be added to all rules in a package while preparing the initial filing. Once the package has been filed, additional attachments have to be added separately to each rule when preparing to revise or refile.

Typos Corrected on Environmental form
=========================
Several long-standing typographical errors were corrected on the Environmental Rule Adoption/Amendment Form.
